Brookings Executive Education (BEE) is proud to announce Mary Ellen Joyce, the Executive Director of BEE, has been inducted as a Fellow into the National Academy of Public Administration. The National Academy of Public Administration (the Academy) is an independent, non-profit, and non-partisan organization established in 1967 to assist government leaders in building more effective, efficient, accountable, and transparent organizations.

NAPADr. Joyce brings to the Academy a unique understanding of leadership and human capital development particular to the federal government.Dr. Joyce will be an unparalleled asset as a Fellow and will provide valuable insight into issues that explore the policy making process and public leadership.

The National Academy of Public Administration
Chartered by Congress to provide non-partisan expert advice, the Academy’s unique feature is its nearly 800 Fellows–including former cabinet officers, Members of Congress, governors, mayors, and state legislators, as well as prominent scholars, business executives, and public administrators. The Academy helps the Federal government address its critical management challenges through in-depth studies and analyses, advisory services and technical assistance, Congressional testimony, forums and conferences, and online stakeholder engagement. Under contracts with government agencies, some of which are directed by Congress, as well as grants from private foundations, the National Academy of Public Administration provides insights on key public management issues, as well as advisory services to government agencies.

More about Dr. Mary Ellen Joyce
Prior to joining Brookings, Dr. Joyce was a Washington representative for the American Petroleum Institute. She also served as chief of staff to former New Hampshire Governor John H. Sununu and was his liaison to the National Governors’ Association during his tenure as chairman. Dr. Joyce was appointed by President George Bush to the U.S. Advisory Commission on Intergovernmental Relations, on which she served from 1989 to 1995.

A former account executive with the firm of Smith & Harroff, Inc., she managed the campaigns for Sununu in New Hampshire and developed the field network for Arizona Senator John McCain’s 1982 race for the House of Representatives and 1986 contest for the United States Senate. In addition, she directed public affairs programs for several corporate clients including Westinghouse Electric Corporation. Dr. Joyce also worked on the presidential campaign of former U.S. Senator Howard H. Baker and was on the legislative staff of former U.S. Senator Edward W. Brooke of Massachusetts.

Dr. Joyce received a Bachelor’s of Arts degree in Political Science and History from Boston College and a Ph.D. in Business and Public Administration from the George Washington University.
